R&B Department:
         Roads & Buildings Department is vested with the responsibility of construction and maintenance of the Road Network of 47000km under its control in traffic worthy condition and also develop a robust road network for free movement of traffic.

Business Reform Action Plan 2017:
        The complexity of regulatory processes and the difficulty in compliance has been cited as an impediment to the economic development. Department of Industrial Policy and Promotion (DIPP), Ministry of Commerce and Industry (MoC&I), Government of India (GoI) has taken up a series of measures to simplify and rationalize the regulatory processes (registration and inspection processes) and introduction of information technology as enabler to make governance more efficient and effective. The DIPP, MoC&I in partnership with the World Bank Group, released the Business Reform Action Plan (BRAP) 2017 for implementation by States/UTs on 13.04.2017. The BRAP includes 405 recommendations for reforms on regulatory processes, policies, practices and procedures spread across 12 reform areas, that is, labour regulation enablers; contract enforcement; registering property; inspection reform enablers; single window system; land availability and allotment; construction permit enablers; environmental registration enablers; obtaining utility permits; paying taxes; access to information and transparency enablers and sector specific reforms spanning the lifecycle of a typical business. These reforms are meant to create Ease of Doing Business.

Role of Andhra Pradesh in Ease of Doing Business:
        The Government of Andhra Pradesh has emerged as the leading State in reforms ranking framework achieving 1st rank in 2016. It is aimed to maintain the State‚Äôs leadership position in providing most conducive business environment through continuous process simplification of regulatory functions and benchmarking them against leading practices following by other states as well as leading countries of the World.

Obtaining Utility Permits:
        It is one of the 12 reform areas identified under BRAP. Obtaining the Electricity Connection is one of the sub- area under which the following recommendations are made by the DIPP

  • Design and develop an online system for granting road cutting permission in a manner that it allows online application, payment, document submission and approvals.
  • Define clear timelines mandated through the Public Service Delivert Guarantee Act (or Equivalent) legislation for approval of complete application for granting Right of Way (ROW) Permission. These two initiatives are under the domain of R&B Department for the Roads under its jurisdiction.

Online Application for Road Cutting Permission / RoW Permission:
        At present an agency that requires Road Cutting permission / RoW Permission needs to visit multiple offices of different road owning agencies, with varied documentation requirements and multiple rates adopted by agencies sometimes with no time limit specified for disposal. R&B Department now implements an ICT solution for Road Cutting Permission / RoW Permission application for the agencies to avoid the above hurdles.
The objectives of the application are as follows:
  • Online submission of application for Road Cutting Permission/ Right of Way Permission without the need of approaching any office
  • Online submission of relevant documents such as plans, Methodology of cutting etc.
  • Online payment of fee for Road Cutting Permission/ Right of Way Permission
  • To provide permission within stipulated Service Level Agreements (SLAs) i.e., with in 14 days.
  • To facilitate the users to download the final signed approval certificate online.
